Alaska, Hawaii, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands would get the same rates as the 48 states and D.C. Carriers would not be allowed to exclude these areas or refuse to ship there. Items worth more than $10,000 would not be covered.

Expensive shipments over $10,000 are exempt

If an item is valued over $10,000, the bill would exempt it from the parity and no‑exclusion rules. Carriers could charge more or choose not to ship those high‑value items to noncontiguous areas. This would apply to consumer products and producer goods.
