Duty-free gifts from Northern Mariana Islands

If enacted, gifts sent from the Northern Mariana Islands would get the same duty-free treatment as gifts from other listed territories. Eligible gift packages could enter without import duty. This only applies to bona fide gifts.

Duty-free items from U.S. territories

If enacted, you could bring items from certain U.S. territories into the U.S. without paying import duty or import taxes. The total fair retail value must be $800 or less per person per day. It would cover the U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. You could not split one order into several shipments to get under the limit. Treasury would issue rules so this works the same way it did before January 1, 2025. It would take effect on and after the date of enactment.

Consult on trade changes for territories

If enacted, the President would seek to avoid trade policy changes that hurt commerce in U.S. territories. The President would consult the Interior and Commerce Secretaries as needed. This aims to prevent treating goods from territories like foreign imports. It would not provide direct payments or tax cuts.
