This bill would require the Department of Transportation to publish a proposed rule within 180 days to set new federal standards, with the goal of equipping three-point lap/shoulder seat belts on all new school buses. In writing the rule the Secretary would have to consider safety findings from the National Transportation Safety Board, the National Highway Traffic Safety Administration view that every child should have a three-point belt, state experience with belt mandates, and options for belt-detection, reminder, and violation alert systems.

New school bus seat belt rules

If enacted, the Secretary of Transportation would have to publish a proposed rule within 180 days on new Federal seat belt standards for all new school buses. The proposed rule would have to consider lap/shoulder (Type 2) three-point belts, the NTSB and 2015 NHTSA findings favoring three-point belts, seat-belt detection and reminder technologies, and State experience with belt requirements. The rulemaking would inform future binding Federal standards and would affect school bus manufacturers, school districts, students, and parents.
