HR3077 — Agriculture Resilience Act of 2025

This bill centers on achieving net-zero agricultural greenhouse gas emissions by 2040 through a broad federal strategy of on-farm changes, research, and large-scale funding. It sets interim goals including a 50% cut in agricultural emissions by 2030 and targets for soil carbon, cover crops, agroforestry, grazing, renewable energy, and food-waste reduction while directing new research hubs and breed development funding to support the transition. - Farmers and ranchers: Expands conservation programs, adds premium discounts for defined climate-smart practices in crop insurance starting with the 2026 reinsurance year, and funds on-farm projects like a $1.5 billion Alternative Manure Management Program for FY2026–2030. These changes tie payments and contracts to multi-year conservation and soil-health plans. - Underserved and Tribal producers: Prioritizes technical assistance and grants, requires targeted outreach, and reserves TA and grant set-asides to help beginning, veteran, socially disadvantaged, limited-resource, and Tribal producers access programs and markets. - Food systems and consumers: Creates mandatory standards and verification for animal-raising label claims within two years, standardizes voluntary date labels with a two-year rulemaking timeline, and funds composting and food-waste grants including $100 million annually for State projects. This bill would increase federal spending by authorizing multi-year mandatory and discretionary funding lines, including sizable CCC additions and program appropriations.

HR3633 — Digital Asset Market Clarity Act of 2025

Would create a comprehensive federal framework to regulate digital assets, stablecoins, exchanges, and custody across the SEC and CFTC. It would set rules for issuer disclosures and a maturity test for blockchains, register digital-commodity exchanges and brokers, require qualified custodians, protect individual self-custody, and prohibit a retail Federal Reserve CBDC.

HR2086 — Rights for the TSA Workforce Act

Applies the Title 5 federal personnel system to Transportation Security Administration employees. The bill would move TSA staff onto standard federal pay, hiring, and labor rules to preserve pay and strengthen workplace protections. - Screening agents would gain Title 5 labor protections, including the ability to form a bargaining unit under Chapter 71 and continuation of existing pay and leave benefits during the transition. - Federal air marshals and TSA criminal investigators would keep Law Enforcement Availability Pay (LEAP) and get overtime parity with the Fair Labor Standards Act, and certain premium pay would count toward pay and retirement calculations. - Office of Personnel Management and payroll systems would be updated to Title 5 job series and pay rules within 180 days, the conversion would complete by Dec 31, 2025, and the Comptroller General would review recruitment, promotions, harassment policies, and require annual TSA workforce reports.

HR4206 — CONNECT for Health Act of 2025

Expands Medicare telehealth access by removing geographic limits and ending an in-person requirement for telemental health. It would also change payment rules for clinics and require more oversight, training, and data reporting. - Medicare beneficiaries would be able to receive telehealth across geographies beginning October 1, 2025. Telemental health would no longer require a six-month in-person visit and tribal and Native Hawaiian facilities would be exempt from originating-site rules starting January 1, 2026. - Federally Qualified Health Centers and Rural Health Clinics would be paid for telehealth under outpatient or prospective payment methods and telehealth costs as distant-site care would count as allowable PPS costs. The HHS Secretary could waive limits on which practitioner types may furnish telehealth starting October 1, 2025 with annual public comment and a three-year reassessment requirement. - The bill would strengthen program integrity funding for telehealth, require CMS to post quarterly telehealth data, and add telehealth to quality-measure reviews within 180 days. It also mandates a beneficiary engagement study and a Government Accountability Office report on hospice recertification within three years.

HR2902 — SOAR Act of 2025

This bill would shift Medicare oxygen payments away from competitive bidding to a price-based fee system and set new rules for liquid oxygen and high-flow patients. It would also create stronger patient rights, require regular notices about rental caps, and add Medicare coverage and a distinct payment for respiratory therapist services.
