Annual Army Corps briefings for Congress

This bill would require each U.S. Army Corps District Commander to give yearly briefings to every Member of Congress with a district fully or partly inside that Corps district. Briefings would begin the calendar year after enactment and may be virtual or in-person at the Commander's choice. For each Corps-funded, -led, -partially led, or -consulted project in the Member's district, the briefing would report location (and other congressional districts involved), status and progress, delays or potential delays, Corps funding spent (total and for the period), an estimate of additional funds needed, lists of expenses since project start and for the period, summaries of environmental and identifiable community impacts, summaries of Corps engagement with non‑Federal sponsors or the public, any related study or authorization opportunities, and any requests for additional appropriations. Each briefing would include time for Member and staff questions. If a District Commander does not provide the briefing by December 1, the Commander would have to send a written explanation to each affected office by December 31 saying why, whether the office was contacted about scheduling, and how the briefing will be scheduled; if that statement is not submitted, the Army Inspector General would have to send an investigation report within 30 days to each affected office and to specified Congressional Committees.
