HR7641119th Congress

Transparency in Foreign Assistance Act

Sponsored By: Representative Lawler

Introduced

Summary

More congressional notice and data for State Department foreign assistance. This one-year pilot would require the Assistant Secretary for the Bureau of African Affairs and the Coordinator for Counterterrorism to send extra notifications to the House and Senate appropriations and foreign relations committees for any new or expanded program that needs funds beyond those already authorized.

Show full summary
  • Congress would receive a 14-item notification for each covered program. The notice must include the program name, country or countries, funding amounts, objectives, implementing entity details, performance periods, and whether there is a significant underspend or overspend.
  • State Department program managers would have to submit these additional notifications when requesting funds beyond existing law. The requirement covers new programs and continuations or expansions of existing programs during the one-year pilot.
  • Implementing entities must be named and described in the notifications, including whether they are public or private and US-based or international. That increases visibility of who will carry out the work for committee review.
