New access rules for Cook Inlet fishers
Beginning January 1, 2027, East Cook Inlet becomes a separate commercial set net permit area. It covers Upper Subdistrict statistical areas 244-21, 244-22, 244-31, 244-32, 244-41, and 244-42, using January 1, 2024 boundaries. Existing Cook Inlet permits do not authorize fishing there unless the Alaska Commercial Fisheries Entry Commission reassigns them. Holders qualify for renewal in the new area by proving fishing there during the five years before December 31, 2024. Proof can include shore leases, area registrations, buoy tags, or fishing records. If the permit came from an immediate family member, that person's fishing can count; family includes spouses, cohabiting partners, adopted or stepchildren, parents, siblings, grandparents, aunts, uncles, and certain in-laws.
Temporary permits protect fishers during court appeals
Beginning January 1, 2027, fishers can appeal when the commission renews their permit for existing Cook Inlet instead of East Cook Inlet. They must file their superior court appeal on or before March 1, 2027. The commission must provide a temporary East Cook Inlet entry permit while the appeal is pursued. This preserves fishing access during the appeal but does not guarantee final reassignment.
Trawl monitoring rules with fisher cost protections
Beginning January 1, 2027, Alaska's fish and game commissioner can require electronic monitoring for registered state commercial finfish trawl vessels. The commissioner must first make written findings that monitoring is practical, not unduly disruptive, reasonably priced, and coordinable with other programs. Vessels active in the fishery must already have federally required monitoring equipment for Bering Sea, Aleutian Islands, or Gulf of Alaska fisheries. The state cannot require owners to buy or install extra equipment beyond those federal requirements. The commissioner also cannot charge participating commercial fishers to fund this program's setup or operation.
