Faster pay and interest for state contractors

Beginning July 1, 2027, agencies must pay contractors within 45 days after a proper payment request. Interest at the AS 45.45.010(a) rate starts on day 46 if payment is late. If payment is withheld, the agency must send written reasons and how to fix within eight working days; a faulty notice triggers interest from day 8 until a proper notice. After fixes, the agency must pay within 45 days, or interest runs from day 45. Starting July 1, 2028, the deadline is 30 days and interest starts on day 31; these rules do not cover retainage or public construction/public works contracts.

Faster grant payments to nonprofits, cities, tribes

Beginning July 1, 2027, agencies must pay nonprofits, municipalities, and Alaska Native organizations within 45 days after a proper grant or reimbursement request. When federal funds are used, payment is due 45 days after the request or 45 days after the agency gets the federal money, whichever is later. Interest at the AS 45.45.010(a) rate starts the day after the deadline if payment is late. If payment is withheld, the agency must send written reasons and fixes within eight working days; a faulty notice triggers interest from day 8 until a proper notice. After fixes, the agency must pay by the same deadline (45 days, then 30 days after July 1, 2028) or interest runs from that day. These rules apply only to agreements entered into or renewed on or after July 1, 2027, and exclude items like loans, subsidies, insurance, cash aid to individuals, some municipal grants, purchases for agency use, and federal cooperative agreements with substantial involvement.

Public website and report on late payments

The Department of Administration runs a free, public website with searchable state revenues, spending, and payment performance. The site lists each covered payment made 30 or more days after it was due and shows payments owed that are 30+ days past due. It updates key items monthly, keeps yearly summaries, sorts by agency, account, recipient, purpose, amount, and date, and stores all data for at least 10 years. Each agency also reports to the Legislature by the first day of the Thirty-Fifth Legislature’s First Regular Session on its 2026 late payments, including the number, reasons, and length of delays.
