Bill Overview

Analyzed Economic Effects

5 provisions identified: 3 benefits, 1 costs, 1 mixed.

Higher benefits for disabled public employees

Covered public employees’ monthly occupational disability benefits rise from 40% to 75% of gross monthly pay at disability-related termination. This applies to benefits under AS 39.35.410 and AS 39.35.890. Disabled employees eligible for AS 39.35.890 benefits can get retiree major medical insurance despite other eligibility limits. Eligible members and surviving spouses receiving AS 39.35.890 or AS 39.35.891 disability benefits pay no coverage premium before Medicare eligibility.

Longer disease claim window for firefighters

Effective immediately, covered firefighters get a longer period after service when listed diseases are presumed work-related for workers’ compensation. The period doubles from three to six months per service year, with the maximum rising from 60 to 120 months. The disease must develop after at least six years of Alaska service. Exams at entry and at least every two years during the first six years must show no disease. Covered conditions include respiratory disease and cardiovascular events within 72 hours of exposure to smoke, fumes, or toxic substances. Covered cancers include primary brain cancer, malignant melanoma, leukemia, non-Hodgkin’s lymphoma, and bladder, ureter, kidney, prostate, and breast cancers. Cancer claims also require workplace exposure to a known carcinogen linked to a disabling cancer.

Alaska ends certain medical assistance programs

The law repeals Alaska’s assistance programs for catastrophic illnesses and acute or chronic medical conditions under AS 47.08.010–47.08.150. People who qualified under those laws lose access to those programs. The supplied text identifies no replacement program or benefit amounts.

Equal provider pay for telehealth care

Beginning January 1, 2027, covered insurers must pay providers for telehealth on the same basis as comparable in-person care. Payment rates must be at least as high, including for behavioral health care. The rule also covers municipal plans, participating-governmental-unit group plans, and self-insured group plans for active state employees. Insurers may apply geographic payment differences for out-of-state providers. The law does not set patients’ premiums or out-of-pocket costs.

Two earlier provisions delayed until 2040

The law moves the start date for two earlier provisions from June 30, 2030, to June 30, 2040. This applies only if sections 9 and 10 of chapter 38, SLA 2022, take effect under that law’s section 13. The supplied text does not identify those provisions’ subject matter or household effects.
