Higher funding floor for special education

The state now guarantees at least $26.89 per student each year for the Special Education Service Agency, up from $23.13. The amount is based on last year’s statewide average daily membership (ADM). The legislature must appropriate the money each year; if there is not enough, the allocation is cut pro rata. The law takes effect July 1, 2026, and applies back to that date.
