Alaska's Department of Corrections must give prisoners an identification card before release. It must look much like a state driver's license, but have a different color. Bold print must say the card is for identification only. It includes identifying details, a photo, security features, and a signature or space to sign. Cards must say they cannot be used to buy alcohol and show UNDER 21 for prisoners under 21.
Alaska state-operated prisons cannot charge for prisoners' electronic mail or electronic visits. This applies to services used on or after the law's effective date. Prisoners and people communicating with them face no facility fee for these services.
Alaska state prisons may approve computers or tablets for reentry plans, rehabilitation, work, education, job training, legal materials, visits, and health care. Other uses must be authorized by the commissioner through regulations; access is not guaranteed. Devices cannot replace in-person visits or, when practicable, existing rehabilitation programs or services. They may add to existing programs or provide new services for approved purposes. These service rules apply to prisoner use on or after the law's effective date.
Alaska's Department of Corrections cannot allow prisoners in state-operated prisons to have telephones in their cells. This restriction concerns in-cell possession, not a ban on all telephone access.
