Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Communication choices for children with hearing loss

Alaska school districts must work with the state to help parents of children with confirmed or suspected hearing loss. As fully as possible, they must provide complete, unbiased information about hearing technology, communication methods, education services, and support groups. Communication options include listening and spoken language, American Sign Language with English literacy, cued speech, and total communication. The parent or district must choose the method best suited to the child, with services provided by professionals trained and experienced in that method. These choice and service duties also apply as fully as possible. Districts must tell parents about their rights and the district’s duties.

State support for deaf students’ education

Alaska’s education department must support at least one program available to deaf students statewide. Programs may offer residential services in consultation with a nongovernmental group serving people who are deaf or hard of hearing. Districts running programs must submit yearly operating plans for state approval and carry out state and federal special-education duties. Transportation is required only for students who live in the district running the program. A district placing its resident child in a program keeps its special-education responsibilities for that child.
