Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Broader early learning help for children

Beginning July 1, 2025, the law states an intent to expand Infant Learning Program services. It calls for serving children with at least a 25% developmental delay in one area, or 20% in two areas. The prior threshold was at least a 50% delay in one area. The legislature intends for the department to direct grantees to expand services; this does not guarantee services for every child.

Alaska funds mental health services

The law provides $236.7009 million to run Alaska's mental health programs from July 1, 2025, through June 30, 2026. Agency totals include $159.9094 million for Health, $32.7738 million for Family and Community Services, and $17.4678 million for Corrections. The money supports behavioral health, Medicaid, and related services, rather than direct household payments. Affected appropriations shrink by the shortfall when estimated non-general-fund receipts fall short. Extra Mental Health Trust authorized or administration receipts are also appropriated, subject to program review.

Housing and transportation help for beneficiaries

Beginning July 1, 2025, the law provides $14.26 million for mental health-related projects and grants. This includes $10.15 million for homeless assistance and $1.95 million for beneficiary and special-needs housing. It provides $575,000 for home modifications and housing upgrades, plus $135,000 for a rural housing coordinator in Ketchikan. Transportation gets $250,000 for person-centered support and $700,000 for coordinated transportation and vehicles; essential equipment gets $500,000. The money funds programs and projects, not fixed payments to households. Capital appropriations expire under the state's capital funding rules unless otherwise noted.

Public employee pay funding has conditions

The law funds covered state and University of Alaska salary and benefit adjustments for July 1, 2025–June 30, 2026. These funds support the state's mental health program and do not necessarily cover every listed employee group. Funding and funding sources are reduced proportionately for listed state agreements that bargaining units do not ratify. Listed university agreements require both bargaining-unit ratification and Board of Regents approval to avoid that reduction. The law specifies no individual pay or benefit increase.
