Higher bond limit for Seward dock replacement
Effective immediately, the Alaska Railroad Corporation can issue up to $135 million in bonds, up from $60 million. This borrowing authority—not a direct spending grant—finances replacement of Seward’s passenger dock and related terminal. Bonds can also cover debt-payment reserves, interest during construction, and costs of issuing the bonds. The corporation can issue bonds once or in multiple rounds, with no limit on their number or timing. The replacement facility must fit Alaska Marine Highway System vessels with side-loading doors. Dock revenue or other available corporation funds must repay the bonds. Neither the corporation’s nor Alaska’s general credit can back repayment.
