Effective immediately, the law creates an advisory council in Alaska’s Department of Fish and Game. It brings together state agencies, tribal representatives, researchers, conservation groups, and legislative appointees to coordinate invasive species work. Invasive species are non-native species that cause, or are likely to cause, economic, environmental, or human health harm. The council recommends policies and fund spending, provides technical help, and advises agencies on response priorities when asked. Annual reports are due January 15; updated five-year plans are due January 15 of each odd-numbered year. These documents guide lawmakers and agencies on priorities, funding, and needed legislation. Members are unpaid and generally receive no travel reimbursement, except state employee designees retain employee travel benefits. The council’s legal authority ends July 1, 2035.
Effective immediately, the law creates an Invasive Species Response Fund within Alaska’s general fund. It receives money only through legislative appropriations; the law sets no funding amount. Unspent money carries over after the fiscal year ends. The Department of Fish and Game can spend that money without another appropriation to prevent or reduce invasive species harm. This work covers the economy, environment, public health, infrastructure, and cultural heritage. The fund’s legal authority ends July 1, 2035.
