Alaska students face new civics requirement

Students entering grade nine on or after July 1, 2027, must meet a civics requirement to earn an Alaska diploma. They must receive the required instruction and pass a one-semester comparative government and civics course, civics test, or project assessment. Passing means scoring at least 70 percent. Schools record passing scores on transcripts, and students may retake assessments as needed. An exception covers students transferring into Alaska public schools after completing grade 10 in another state. Another exception covers students with the required instruction and a comparable passing course or assessment within the previous five years or at an out-of-state secondary school. Students with disabilities can receive a waiver from the school’s governing body.

Civics resources and recognition for students

Beginning July 1, 2027, Alaska’s education department must post and update a list of free-to-access, reusable civics teaching and assessment resources. Districts may use the list but are not required to. Its 14 topics cover U.S. founding history, founding documents and principles; federalism and local, state, and national government roles; government institutions and branches; citizenship rights and duties; civil rights and liberties; and the Alaska and U.S. constitutions. They also cover political parties and interest groups, campaigns and elections, Congress, domestic and foreign policy, global and Alaska Native government systems, international relations, and major government issues. The department must also adopt rules for a civic readiness seal on transcripts and diplomas, recognizing strong civic knowledge, skills, mindset, and experiences.
