The law takes effect July 1, 2025, for Alabama officials covered by the Omnibus Pay Act. Officials elected or appointed after that date get the previous officeholder’s pay, including uniform raises, as their starting pay. They remain entitled to uniform raises, subject to the limits for raises granted by local law. Since August 1, 2016, covered officials receive the same dollar or percentage raises granted uniformly to all county employees. Category 2 officials qualify for cost-of-living raises beginning October 1, 2000, except where otherwise provided.
Beginning July 1, 2025, the Legislature retains authority to raise covered Alabama county officials’ pay through local laws. A local-law pay increase blocks uniform raises until pay calculated under the uniform-raise rules equals or exceeds that local-law increase. A local law can provide a different rule.
