New contract review rules for education workers

Effective upon enactment, Alabama's Public Education Employees' Health Insurance Board must review health plan and administration contracts every year. It must renegotiate most contracts through competition at least every three years. For Medicare retiree health care contracts, competitive renegotiation is required at least every five years. These rules do not set benefits or premiums for employees or retirees.
