Beginning October 1, 2025, Alabama cities must advertise sealed bids for public works contracts over $100,000. The newspaper option requires at least one notice in a general-circulation newspaper published in the city. If none is published there, the city must post notice on a bulletin board outside its purchasing office. It must also mail or email the notice to the Department of Finance for publication on the state's central website.
Beginning October 1, 2025, Alabama's transportation department must post qualifying small road projects on its public website before awarding contracts. This applies to road construction or maintenance contracts using the exception from sealed-bid advertising. Each project must cost $250,000 or less and appear online for at least seven calendar days before contracting. The total cost of projects using this exception remains capped at $1 million per year.
Beginning October 1, 2025, Alabama's Department of Finance must run a central public website for public works bid notices. It may set operating rules and charge public agencies posting fees for setup and upkeep; no fee amount is set. After submitting required bid advertisements, agencies may satisfy notice rules through website publication lasting at least three weeks. Cities and their agencies may use seven consecutive calendar days; the transportation department may use its own public website for three weeks. Counties and their agencies may instead follow procedures submitted by the Association of County Engineers of Alabama and approved by the Department of Examiners of Public Accounts.
