Beginning October 1, 2025, Alabama counties and cities with residential permitting and inspection programs can add a permit fee. The added charge is capped at $20 per covered permit, on top of existing fees. It covers residential construction and remodeling permits, including building, mechanical, plumbing, electrical, and combined permits. A majority of the local governing body's total membership must approve it by resolution or ordinance. Collections go to the Alabama Construction Trade Academy Fund.
The board must create construction training grants for tools, supplies, program incentives, and mobile facilities. It can award grants to Alabama Homebuilding Academy Network programs recognized by the Alabama Home Builders Foundation. The fund can receive federal, state, and private money; unspent balances stay available, with deposits tracked by county or city. The board cannot use fund money for its administrative or operating costs. The fund also cannot pay for continuing education required by an Alabama professional licensing board, commission, or agency.
Training awards generally cannot exceed fund deposits from the county or municipalities where the participant is based. The Alabama Home Builders Foundation can approve a larger award. The board must distribute money to recipients at least every three months. Before payment, recipients must submit a proposed operating budget showing expected operating costs and planned workforce programs.
Applicants are no longer limited to listed organization types, such as nonprofits, schools, colleges, universities, or government agencies. They must show they can run the project, improve construction training, and provide private matching support. The board cannot require a minimum 10% private match; total matching funds cannot exceed 25% of the state award. Applicants must establish a council with at least three active representatives from the funded trade. They must offer funded courses and meet data and reporting rules for at least five years.
