Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Required pensions for Jefferson County workers

Beginning October 1, 2025, eligible full-time Jefferson County employees must join the pension plan and pay employee contributions. Jobs no longer need Personnel Board classification to qualify, and existing members stay enrolled. Part-time employees and qualifying full-time officeholders have a choice about joining. Exclusions remain for temporary and leased workers, contractors, city and state employees, judges, and school district and library board employees. Board and commission members whose roles do not require full-time service also remain excluded.

Optional pensions for county part-time workers

Beginning October 1, 2025, part-time Jefferson County employees and qualifying full-time county officeholders can choose to join the pension plan. Officeholders must be elected or appointed to offices created by state law or the Alabama Constitution of 2022. Applicants must file a signed membership declaration in the form and time set by the Pension Board. Membership starts when the board or its representative accepts the declaration. Once accepted, the choice cannot be undone, and members must pay employee contributions.

New limits for county pension director

The Jefferson County retirement plan’s executive director cannot also work for the Jefferson County Commission. The director also cannot be subject to the Personnel Board or another authority responsible for classifying jobs. This rule does not directly change member benefits or contributions.
