Effective October 1, 2025, the law creates the Alabama STEM Council within the Department of Workforce. STEM means science, technology, engineering, and math. The Governor appoints its chair; members serve renewable four-year terms and can be removed by their appointing authority. Meetings follow open-meeting rules, and electronic attendance counts as presence. An executive committee directs projects, approves budgets, and reviews the director. The Workforce Pathways Division chief provides administrative, legal, and clerical support and hires the director after the committee's recommendation. The director serves at the committee's pleasure. State agencies and state-funded groups must cooperate and provide information when asked. Members receive no pay, but can recover reasonable, actual service expenses with chair approval from appropriated council funds. Operations and outside experts depend on appropriated funds; the law sets no funding amount. The council may also create a foundation to seek and accept private donations for STEM education and careers.
The council director oversees a statewide STEM plan aligned with Alabama's workforce plan. The work includes expanding career exploration, especially for underrepresented groups, and linking in-demand jobs to education and training. The director coordinates public awareness and serves as a link to state and national STEM groups. The law requires a Governor's STEM Seal of Approval using evidence-based standards to recognize programs and events. It also requires a searchable online registry of effective teaching methods, teacher training, lessons, and summer and after-school programs. With the Alabama Commission on the Evaluation of Services, the director coordinates outside reviews of state-funded STEM programs when needed or requested. Named programs include the Alabama Math, Science, and Technology Initiative, Technology in Motion, Office of Math Improvement, and Alabama Science in Motion. Findings guide improvement plans. Teacher preparation programs also receive reviews when needed or requested, alongside work to bring more college students into STEM teaching. The director analyzes education and job-market data and sends state leaders and education boards an annual progress report with recommendations.
