Alabama limits when its conservation department can order licensed breeders to kill deer-family animals because of disease. The department can order killing if the same disease was found in another animal the breeder holds. It can also order killing of a transferred animal linked by disease tracing to a diseased animal the sending breeder holds. These limits took effect immediately.
Alabama's conservation department must consult the State Veterinarian and adopt transfer rules by March 1, 2026. The rules must allow licensed breeders to move deer-family animals from disease management zones to another licensee or enclosure outside. Transfer options must require all applicable testing after death plus at least one safeguard. Safeguards include double fencing and pen standards, a federally certified live chronic wasting disease test, accepted genetic test values, or another federally approved test recommended by the State Veterinarian. The law took effect immediately, and the department cannot override these requirements through an emergency rule.
