3 provisions identified: 0 benefits, 1 costs, 2 mixed.
Effective immediately, Randolph County Equine and Agricultural Association board members lose their statutory right to repayment of actual, necessary expenses. The law does not expressly bar reimbursement under another authority.
Effective immediately, the Randolph County Equine and Agricultural Center, Inc. receives 10% of county tobacco tax money after the state's 2% collection deduction. It replaces the Randolph County Equine and Agricultural Association as the recipient. The center must use the money for agricultural education and to promote all types of agriculture in the county and surrounding area. The law also removes the former association salary ban; it does not require salary payments or set salary amounts.
Effective immediately, the law sets how Randolph County distributes tobacco tax money after Alabama's Department of Revenue keeps 2% of collections. The remaining money goes to the county General Fund for allocation within 15 days of receipt. Tourism or economic development receives 24%, replacing the Randolph County Industrial Development Council's dedicated share. Another 24% stays in the General Fund for ordinary county uses. Recognized county volunteer fire departments and the Randolph County Rescue Squad split 32% equally, with each receiving one share. These payments are monthly; rescue squad money must support emergency services. Fire departments must meet Alabama Forestry Commission minimum standards and have recognition from the Randolph County Volunteer Firefighters Association. Their money is limited to fire protection, prevention, and fire safety education—not salaries or payments to members for duties. Departments that fail these rules lose their shares after notice and a reasonable chance to fix problems. The Randolph County Animal Shelter receives 10% for countywide small animal control; the remaining 10% supports the agriculture center.
