The law directs $375 million to the Renewing Alabama's Investment in Student Excellence (RAISE) Fund for initial program funding. The money comes from the Educational Opportunities Reserve Fund during the fiscal year ending September 30, 2025. This transfer requires enactment of House Bill 533 or Senate Bill 305 of the 2025 Regular Session. The law takes effect immediately but does not set a household payment amount.
The law transfers up to $80 million from the Educational Opportunities Reserve Fund to the CHOOSE Act Fund. The transfer occurs during the fiscal year ending September 30, 2025. It funds education savings accounts for parents of eligible students for the 2025–2026 school year, without setting individual account amounts. Money not committed to those accounts by October 1, 2025, must return to the reserve fund. Transferred money not spent from accounts on qualified expenses by that school year's end must also return.
