Beginning June 1, 2025, local school boards must let teachers appointed to the paperwork reduction committee attend its meetings. Boards cannot deduct their pay or leave for attending. Committee service carries no extra pay, but members may receive reimbursement for actual meeting expenses.
Effective June 1, 2025, the law requires Alabama's education department to build one user-friendly digital paperwork system. It covers Literacy Act and Numeracy Act records, plus other education paperwork that can be streamlined under applicable rules. The department must work with local boards to remove duplicate paperwork, standardize forms, and meet state and federal rules. Starting in the 2026-2027 school year, data sharing must let teachers enter information once for use across multiple platforms. The department must review and audit paperwork requirements annually, seek teacher input, and coordinate with the paperwork reduction committee. The Legislature must fund platform development and upkeep, teacher training, and local-board support, consistent with the RAISE Act as appropriate. The law specifies no dollar amount or funding schedule.
Effective June 1, 2025, the law replaces the prior paperwork committee with the Alabama Public Education Paperwork Reduction Committee. At least 75% of members must be full-time classroom teachers who are not administrators. Membership covers all grade levels and varied subjects, plus a principal, curriculum director, special education coordinator, instructional coach, and interventionist. The Superintendent must seek teacher applications and recommend appointments, with membership reflecting racial, gender, geographic, urban/rural, and economic diversity. Members serve two-year terms, and the first meeting must occur by September 1, 2025. The committee elects a chair annually and meets quarterly; it may also be called together after more than 100 days without a meeting. Remote participation counts toward a quorum. After each meeting, it must report recommendations; the Superintendent must respond in writing and send both to the State Board for discussion. The state education department and State Board cannot add required paperwork without the committee's prior review and approval.
Effective June 1, 2025, local school boards must follow the law and state requirements for the streamlined paperwork system. The education department must audit compliance every year to support statewide use of the system. Boards that fail to implement it face corrective action, which may include administrator retraining or other compliance measures.
