Alabama water chief leaves Merit System

Beginning October 1, 2025, Alabama’s Office of Water Resources division chief serves outside the state Merit System, as an exempt employee. The director appoints and directly supervises the chief, with the Governor’s approval required for appointment. The chief carries out the office’s duties and must know about water resource management, development, and conservation. The law removes the former salary-setting and vacancy rules without specifying changes to pay or benefits. It also removes express authority for the director to appoint an acting chief or take over while permanent appointment awaits approval.
