The Arkansas House can pay members’ expenses and daily allowances after adjournment and before July 1, 2026. The Speaker must determine that a member’s presence, assistance, oversight, and expertise are needed during this period. The Speaker must also decide that the House should pay the expenses and daily allowance. Payments come from the maintenance, operations, and expenses budget. The daily allowance uses the rate authorized for legislative sessions; the law gives no dollar amount.
The law provides $2.27516 million from the Constitutional Officers Fund for Arkansas House expenses in the year ending June 30, 2026. This includes $311,500 for employee salaries, $57,000 for personal-services matching, and $1.90666 million for maintenance, operations, and expenses. After the legislative session ends, unspent money can cover necessary House costs before July 1, 2026. These include the Speaker’s and Chief of Staff’s offices, legislative services coordinator, parliamentarian, Chief Clerk’s Office, and House Member Services. The Speaker and Chief of Staff, or their designees, can certify that money is not needed for its assigned purpose. The Auditor of State must then transfer that money between House appropriations as certified. Each June, the Speaker and Chief of Staff, or their designees, set each employee’s salary starting July 1, based on evaluations. The Speaker evaluates the Chief of Staff; the Chief of Staff or a designee evaluates other employees. The law takes effect immediately to cover expenses tied to the April 8, 2026, fiscal session. This funding supports House operations, not direct household benefits.
