For July 1, 2026, through June 30, 2027, the law authorizes about $35.01 million for Rich Mountain. State funding totals about $4.13 million: about $2.63 million for salaries, $575,000 for employer benefits and taxes, and $929,465 for operating costs and contingency. College cash funds provide up to $30.875 million, including $4.5 million for salaries, $750,000 for temporary workers, and $2 million for employer benefits and taxes. Cash-funded costs also include $2.5 million for operations, $200,000 for travel, and $75,000 for professional fees. Capital spending includes $6.3 million for equipment and other capital purchases, plus $13.75 million for capital improvements. Another $800,000 covers debt payments. Spending cannot exceed authorized amounts or available funds, and must follow state purchasing, budget, and payroll laws. This funding supports college services and facilities, not direct household payments or changes to student aid.
From July 1, 2026, through June 30, 2027, Rich Mountain can employ up to 156 regular staff members. Each listed job has a maximum salary; the chancellor’s limit is $214,799 a year. The college can also hire up to 80 temporary or part-time workers when needed. Their pay cannot exceed applicable state or act-listed rates, and must come from money set aside for that purpose. These limits allow hiring but do not guarantee anyone a job or a specific salary.
