Black River police academy barracks funding

Beginning July 1, 2026, the law provides $4.6 million in cash-funded spending authority for Black River Technical College’s police academy barracks. The money covers construction, construction fees, and equipment for the year ending June 30, 2027. This is separate from the college’s operating budgets. Spending must follow state purchasing, budget, and fiscal-control laws. The funding supports academy facilities, not direct payments to households.

Black River Technical College operating budget

For July 1, 2026, through June 30, 2027, the law sets Black River Technical College’s budgets and staffing limits. State funding totals $9.467973 million: $6.386 million for salaries, $2.245208 million for employee-related costs, $385,909 for operations, and $450,856 for contingencies. A separate $42.9248 million cash-funded budget includes $12 million for salaries and $4 million for employee-related costs. It includes $1 million for temporary help, $10,000 for overtime, and $9 million for operations. It also sets aside $250,000 for conferences and travel, $3 million for professional fees, and $80,000 for promotional items. Capital purchases receive $6.5 million, building improvements receive $6.2 million, and debt payments receive $705,000. Transfers, refunds, and investments receive $179,800. The college can employ up to 222 regular employees and 75 temporary or part-time workers, without guaranteeing those jobs. Regular pay must follow the act’s salary limits; temporary pay must stay within applicable state pay limits and use designated funds. Spending must follow state purchasing, budget, and fiscal-control laws and the purposes stated in budget materials. These budgets support the college, not direct payments to households.
