Funding for Arkansas college training partners

For July 1, 2026, through June 30, 2027, the law provides about $1.58 million for college training partners. The money supports staff, operations, equipment, and grants through the Arkansas Delta Training and Education Consortium and University Center partners. Arkansas Northeastern College and Arkansas State University–Newport each receive an allocation of $165,346. The allocations also include $216,390 for the University of Arkansas at East Arkansas Community College and $422,179 for Arkansas State University–Mid-South. Phillips Community College of the University of Arkansas gets $191,270; Arkansas State University–Jonesboro gets $324,032. The University of Arkansas at Fort Smith gets $94,355. Mid-South distributes the funds after consulting with and receiving advice from the consortium.

Funding for Mid-South staff and campus

For July 1, 2026, through June 30, 2027, the law authorizes about $6.52 million in state funding for Arkansas State University–Mid-South. This covers $3.8 million for regular pay, $350,000 for temporary workers, and $1.15 million for employer benefit costs. It also sets aside $906,969 for operations and $310,348 for unexpected costs. A separate $25 million cash-fund budget covers $7 million for regular pay, $600,000 for temporary workers, and $2.5 million for employer benefit costs. It includes $5.5 million for operations, $300,000 for conferences and travel, $1.5 million for professional services, and $1 million for equipment and other capital purchases. It also includes $5 million for capital improvements, $100,000 for promotional items, and $1.5 million for grants and aid to subaward recipients. Spending cannot exceed these budgets or available funds and must follow state purchasing, accounting, and financial control rules. These are university spending limits, not direct household payments.

Mid-South gets staffing and pay limits

From July 1, 2026, through June 30, 2027, Arkansas State University–Mid-South can employ up to 300 regular workers. It can also hire up to 200 temporary or part-time extra-help workers when needed. The law sets maximum annual pay for listed jobs, including $207,404 for Network Engineer and $165,256 for Master Instructor. Other examples include $160,055 for Chief Information Officer, $133,122 for Information Systems Manager, and $132,901 for Computer Network Coordinator. Extra-help pay must use funds set aside for that purpose and stay within the applicable job rate under state law or this act. These limits authorize hiring and pay; they do not guarantee filled jobs or salaries at the maximum.
