For July 1, 2026, through June 30, 2027, the Arkansas Development Finance Authority gets a $15 million operating appropriation. It supports the Federal Housing Program, not a specified payment to households. The state's chief fiscal officer designates the federal funds. Spending must stay within authorized amounts and available funds, serve the approved purposes, and follow state purchasing and fiscal rules.
For July 1, 2026, through June 30, 2027, the Arkansas Development Finance Authority gets $2.296487 million for Emergency Solutions Grants. The money supports outreach to homeless people and families, more and better emergency shelters, shelter services, and rapid rehousing. The state's chief fiscal officer designates the federal funds. Spending is limited to authorized amounts and available funds and must follow state fiscal rules. The law does not set individual grant amounts or guarantee household payments.
Beginning July 1, 2026, the law sets a 55-position salary schedule for the Arkansas Development Finance Authority. Pay follows the listed job grades and the state's pay schedule. The director can make annual pay adjustments and run a merit program rewarding exceptional service. Pay can exceed salary maximums by up to 20% for no more than one-third of authorized positions. A separate 20-position pool allows added jobs with suitable titles and pay grades when existing positions cannot meet growth needs. The director determines that need and must explain it annually to the authority's board, the state's chief fiscal officer, and the Secretary of Shared Administrative Services.
