Hope-Texarkana college gets operating and building funds

For July 1, 2026, through June 30, 2027, the law authorizes about $25.29 million for Hope-Texarkana college. About $6.8 million comes from the college’s state fund: $5.24 million for salaries, $1.27 million for related staff costs, and $284,122 for contingency. Another $18.49 million comes from cash funds defined by state law. That includes about $1.74 million for salaries, $500,000 for temporary staff, and $700,000 for related staff costs. Cash funding also covers about $5.33 million for operating expenses, $125,000 for travel and conferences, and $350,000 for professional fees. It provides $2.32 million for equipment and other capital purchases, $6.75 million for building improvements, $650,000 for debt payments, and $25,000 for promotional items. Spending must follow state purchasing, budgeting, salary, and other fiscal-control laws, as well as the recorded budget purposes. These funds support the college, not direct household payments.

Hope-Texarkana college sets staffing and pay limits

From July 1, 2026, through June 30, 2027, Hope-Texarkana college can employ up to 216 regular employees. The law sets salary ceilings by position, including a $214,799 annual ceiling for the Chancellor. The college can also employ up to 200 temporary or part-time workers when needed, using funds authorized for that purpose. Their pay cannot exceed applicable rates under the state classification and compensation law, its successor, or this act. These staffing authorizations do not guarantee jobs or maximum pay.
