Health permit agency keeps unused fee money

From July 1, 2026, through June 30, 2027, the agency can carry unused fee and fine money into the next fiscal year. This applies to money collected under Arkansas Code 20-8-103 and related sections and deposited in the designated state fund account. The money must serve the same purposes originally approved. Before June 30, 2027, the agency must explain the carry-forward in writing to the state budget office. That office must report it at the next Arkansas Legislative Council or Joint Budget Committee meeting. The report must identify the agency, amount, program or budget line, funding source, and include the written request. The agency must submit those details and a project or purpose update at least 30 days before presenting its budget request. The Department of Finance and Administration must include that information in budget manuals and issue a noncompliance statement when applicable.

Health permit agency funding and staffing limits

The law provides $480,745 for Arkansas’s Health Services Permit Agency from July 1, 2026, through June 30, 2027. It sets aside $307,888 for salaries and $94,481 for related personnel costs. It also provides $60,835 for operating expenses, $1,274 for conferences and travel, and $16,267 for professional fees. No money is set aside for capital purchases or data processing. The agency can have no more than four regular employees, with one position in each listed role. The health program administrator is Grade SPC09, and the health program supervisor/expert is Grade SGS08. The fiscal support supervisor/expert is Grade SGS07, and the administrative coordinator is Grade SGS04. The law does not require all four jobs to be filled. Spending must stay within the appropriation and available funds, follow state purchasing and budget rules, and serve the approved purposes.
