Arkansas funds college and water bonds

For July 1, 2026, through June 30, 2027, the law authorizes $85 million in bond-related payments through Arkansas’s State Treasurer. The College Savings Bond Fund provides $42 million for College Savings and Higher Education bonds. That includes $10 million for refunds and reimbursements and $32 million for debt payments. The Water, Waste Disposal and Pollution Abatement Facilities Bond Fund provides $43 million for Water Resources Development bonds. That includes $15 million for refunds and reimbursements and $28 million for debt payments. During this same period, the Treasurer can move refund and reimbursement money to debt payments when appropriations cannot cover maturing bonds and interest. Spending must stay within authorized amounts and legally available funds, follow state fiscal controls, and serve the stated budget purposes. The law creates no direct household payment or new revenue measure.
