Local tax refunds for cities and counties

The law sets aside $1.13 billion for Arkansas city sales and use tax refunds and $990 million for county refunds. Funding runs from July 1, 2026, through June 30, 2027. The State Treasurer pays each government's share from the Local Sales and Use Tax Trust Fund under existing state law. Payments must stay within these amounts and follow state spending, purchasing, and accounting laws and state finance department rules. This law funds refunds to local governments, not direct payments to households.
