For July 1, 2026, through June 30, 2027, the law provides $1.08 million to maintain the business electronic filing system. The money comes from the dedicated business filing system fund. It also sets aside $550,000 for refunds and reimbursements of corporate filing fees and franchise taxes. The law does not change filing fees or set individual refund amounts.
For July 1, 2026, through June 30, 2027, the law provides $1 million in cash funds for Capitol grounds administration and upkeep. A separate preservation fund provides $77,456 for operating and construction work on Capitol grounds monuments and memorials. Donations and contributions provide another $25,000 for Secretary of State maintenance and restoration projects. The law also provides $750,000 from the National Statuary Hall Collection Trust Fund to place or replace Arkansas statues in the U.S. Capitol.
For July 1, 2026, through June 30, 2027, the law provides $849,597 for Capitol Police operations. This includes $692,312 for operating expenses and $157,285 for capital purchases, paid from the State Central Services Fund. Another $3.1 million supports security at the Arkansas State Capitol and its grounds. The security money comes from Treasury cash funds selected by the Chief Fiscal Officer.
For July 1, 2026, through June 30, 2027, the law provides $11 million for county voting systems. It covers purchases, upgrades, programming, maintenance, professional services, and devices that show voter records at polling places. The money also covers related fee refunds and reimbursements. Another $4 million in designated federal funds supports Help America Vote Act costs that require state matching. That money covers maintenance, operating expenses, and related costs, not payments to individual voters.
Beginning July 1, 2026, the law requires the Secretary of State to maintain and operate a permanent Capitol gift shop. Its operations and public sales must stay on the first floor; the Secretary cannot remove or relocate it. For the budget year ending June 30, 2027, cash funds provide $490,000 for Gift Shop and Café staff and operations. The annual funding ends with that budget year, but the gift shop location requirement is permanent.
Beginning July 1, 2026, the law provides about $25.7 million for Secretary of State operations through June 30, 2027. This includes about $3.09 million for election expenses and $4.41 million for employer contributions. It allows up to 187 regular employees and 45 temporary or part-time workers, with pay capped by job title. Regular annual salary caps range from $45,000 to $160,067; these are limits, not promised pay. Moving money between Operations budget lines requires Chief Fiscal Officer approval and prior Legislative Council or Joint Budget Committee review. Spending must stay within appropriations and follow state purchasing, accounting, revenue, and salary rules.
For July 1, 2026, through June 30, 2027, the law provides $9.1 million for a Capitol building upgrade. The project upgrades heating, cooling, and ventilation at the building’s north end. The money comes from Treasury cash funds selected by the Chief Fiscal Officer. The law does not specify household payments or savings.
For July 1, 2026, through June 30, 2027, the Arkansas Video Service Fund provides $25,000 for certificate work. The Secretary of State uses it to review and issue certificates authorizing video service franchises. It also funds refunds and reimbursements under the Arkansas Video Service Act. The law does not name recipients or set individual refund amounts.
