Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Funding for submerged lands projects

Beginning July 1, 2026, the law provides $250,000 in state cash funds for projects involving land under water. The money covers staff and operating costs through June 30, 2027. It supports the state lands office's project work, not direct household payments.

Funding for land sale refunds

For July 1, 2026, through June 30, 2027, the law provides $32.3 million for Arkansas tax-delinquent land activities. This cash funding includes $27.5 million for delinquent-tax payments and sale refunds, plus $1.3 million for refund and recording-fee reimbursements. It also includes $1.5 million for operating costs and $2 million for professional services. Payments follow existing state tax-delinquent land law; the act does not create a standard household payment. It does not change tax rates or general fees.

State lands staff funding and limits

For July 1, 2026, through June 30, 2027, the state lands office receives $4.396807 million from the State Central Services Fund. This includes $3.24966 million for salaries, $1.082147 million for employer benefits and taxes, $40,000 for temporary help, and $25,000 for operations. The law allows up to 42 regular employees and sets maximum pay rates for listed positions. It also allows up to five temporary or part-time workers when needed, with pay capped at applicable legal rates. Another $267,800 from state cash funds pays for equipment and operating costs.
