Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 0 costs, 3 mixed.

Medical university staffing capped at 113

The law authorizes up to 113 regular employees across four University of Arkansas for Medical Sciences units. They are the Reynolds Center on Aging, Boozman College of Public Health, Arkansas Biosciences Institute, and Helena Area Health Education Center. It sets job titles and maximum salary rates, ranging from $40,098 to $392,879 depending on the position. This authority covers July 1, 2026, through June 30, 2027; it does not guarantee that every authorized job is filled.

Settlement-funded workers get notice, not funding guarantees

For July 1, 2026, through June 30, 2027, the Tobacco Settlement Commission must share funding conditions for new and current settlement-funded positions. When applicable, the information must appear in an employee handbook or professional services contract. The law does not commit the state to keep funding positions when settlement money is insufficient. State money cannot replace expired settlement funds unless the General Assembly appropriates replacement money and the Governor authorizes it.

Operating funds and budget limits for colleges

For July 1, 2026, through June 30, 2027, the law funds staff and operations at two medical university units. The Reynolds Center on Aging gets about $2.32 million, and the Boozman College of Public Health gets about $3.20 million. Both appropriations come from the Tobacco Settlement Program Fund’s Targeted State Needs Program Account, not direct household payments. The law bars transfers under the usual state appropriation-transfer process but allows transfers between line items within an appropriation. These transfers need advance approval from the Division of Higher Education, the state’s Chief Fiscal Officer, and the Legislative Council or Joint Budget Committee.

Research funds with hospital funding safeguards

For July 1, 2026, through June 30, 2027, the Arkansas Biosciences Institute gets about $6.18 million for staff and operations. The money comes from its Tobacco Settlement Program Fund account and includes about $1.90 million for Arkansas Children’s Hospital research. If the Institute receives less than its appropriation, the medical university must give the research program at least 33⅓% of available funds. Otherwise, the research allocation must be fully funded unless the hospital CEO requests a transfer to the Department of Human Services Grants Fund Account. Transferred money must match federal funds for supplemental Medicaid payments to Arkansas Children’s Hospital.
