For July 1, 2026–June 30, 2027, the Arkansas State Library gets $3.68416 million from the State Library Fund Account. This includes $230,000 for books and subscriptions. Federal operations get $3.218526 million from federal funds designated by the state's chief fiscal officer. Grant administration gets $40,000 from a State Treasury cash fund, and revolving-fund operations get $500. The law authorizes up to 43 regular employees, plus seven state-funded and five federally funded extra-help positions. Unspent book and subscription money from 2025–2026 can carry into 2026–2027 for the same purpose. Before June 30, 2027, the Library must explain the need in writing to the state finance department's budget office. It must also report carryforward amounts and related information to the Arkansas Legislative Council or Joint Budget Committee.
For July 1, 2026–June 30, 2027, the law provides $6.5 million in aid to Arkansas public libraries. The money comes from the State Library Public School Fund Account. Beginning July 1, 2026, the Arkansas State Library must issue rules allowing libraries to show another adequate revenue source. This replaces the requirement to maintain a one-mill county or city property tax; standards also require a qualified librarian. One month before distributing that year's aid, the agency must report revised standards and certification criteria to the Arkansas Legislative Council, or the Joint Budget Committee during legislative session.
