Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Arkansas funds Medicaid care and prescriptions

For July 1, 2026, through June 30, 2027, the law sets aside about $145.57 million for Medicaid Tobacco Settlement Program grants. The Medicaid Expansion Program Account provides about $140.43 million for hospital and medical services and $5.14 million for prescriptions. This funding does not guarantee anyone coverage or a specific payment. The Department of Human Services Secretary can request transfers between these two uses when needed for effective program operations. The Governor and Legislative Council or Joint Budget Committee must approve before the Chief Fiscal Officer can approve a transfer.

Arkansas funds Medicaid staff and operations

For July 1, 2026, through June 30, 2027, the Medicaid Expansion Program Account funds staff and operations, not household payments. Medical Services gets $87,250 and authority for one Health Program Coordinator, grade SGS07. Aging, Adult, and Behavioral Health Services gets about $1.30 million and authority for up to 18 regular employees. Those positions include 15 Program Eligibility Specialists I (SGS05) and one Program Eligibility Specialist II (SGS06). They also include one Registered Nurse (MED05) and one Health Program Supervisor/Expert (SGS08). These are staffing limits for the Medicaid Tobacco Settlement Program; the law does not require hiring.

Settlement-funded jobs face funding limits

For July 1, 2026, through June 30, 2027, the law limits replacement funding for jobs paid from Tobacco Settlement proceeds. State money cannot replace expired settlement funds unless the General Assembly appropriates it and the Governor authorizes its use. Continued job funding is not guaranteed when settlement proceeds are insufficient. The Tobacco Settlement Commission must explain these conditions to affected new and current staff. It must also include them in applicable handbooks or professional services contracts.
