Biosciences Institute gets yearly operating funds

For July 1, 2026, through June 30, 2027, the law authorizes $5.643838 million for the Arkansas Biosciences Institute. Money comes from the Arkansas Biosciences Institute Program Account within the Tobacco Settlement Program Fund. It provides $2.149024 million for regular salaries, $15,914 for extra help, and $551,206 for employer benefits and related payroll costs. It also provides $2.527694 million for operating expenses and $400,000 for equipment and other capital needs. Conference and travel, professional fees, and data processing each receive $0. Moving budget authority between line items within an appropriation requires prior approval from the Division of Higher Education and the state’s chief fiscal officer. The Legislative Council or Joint Budget Committee must also approve; this authority does not allow transfers under Arkansas Code 19-4-513. Spending must follow state purchasing and accounting laws, Department of Finance and Administration fiscal controls, and applicable Tobacco Settlement rules under Initiated Act 1 of 2000.

Biosciences Institute staff and pay limits

From July 1, 2026, through June 30, 2027, Arkansas State University’s Arkansas Biosciences Institute can employ up to 43 regular workers. The law sets maximum salary rates, not guaranteed pay or raises. Leadership limits are $267,270 for the executive director and $141,024 for the assistant director. Project/program limits are $213,928 for executive director, $186,892 for executive manager, $172,738 for senior director, $140,094 for director, $126,956 for manager, and $109,536 for specialist. Other limits are $118,680 for executive assistant and $90,878 each for three research assistants. Skilled-trades limits are $76,530 for foreman, $73,587 for supervisor, $70,756 for tradesman, $53,769 for helper, and $47,801 for apprentice. Support limits are $69,437 for administrative assistant or analyst; $64,199 for support supervisor; and $61,729 for specialist III or support specialist. Limits are $54,877 for specialist II, $48,785 for specialist I, and $40,098 for extra help assistant. Three institutional services assistants have a limit of $43,370 each. Three research associates have a limit of $151,798 each; 15 research graduate assistants have a limit of $59,215 each. Seven nine-month faculty positions have rank-based limits: professor, $245,439; associate professor, $231,909; assistant professor, $218,965; and instructor, $150,661.

Institute workers get funding risk notices

From July 1, 2026, through June 30, 2027, the law does not guarantee continued funding for Tobacco Settlement-funded Institute jobs. When those funds expire or become insufficient, other state money cannot automatically replace them. Replacement requires the General Assembly to appropriate money and the Governor to authorize its use. The Tobacco Settlement Commission must make this funding-risk notice available to new hires and current workers paid from those proceeds. When applicable, the notice must also appear in employee handbooks or professional services contracts.
