For July 1, 2026, through June 30, 2027, the law authorizes $81.311527 million for Southern Arkansas University and its system. The university receives $22.500527 million in state-funded spending authority: $19.354073 million for salaries, $2 million for employer benefit matching, $75,000 for operations, and $1.071454 million for contingency funds. The system receives another $100,000: $45,000 for salaries, $13,500 for employer benefit matching, and $41,500 for operations. A separate $58.711 million cash-fund budget includes $7.773 million for salaries, $2.943 million for temporary workers, and $8.144 million for employer benefit matching. It also includes $24.001 million for operations, $1 million for conferences and travel, and $1 million for professional fees. Cash funds cover $2.5 million in capital purchases, $1.5 million in capital improvements, and $9.8 million in debt payments. Another $50,000 covers transfers, refunds, and investments. Spending must stay within approved amounts and available funds. This money supports university jobs and services, not direct payments to households.
From July 1, 2026, through June 30, 2027, Southern Arkansas University can employ up to 529 regular employees. It can also hire up to 1,900 temporary or part-time extra-help workers when needed. The law sets yearly salary caps for listed leadership, faculty, office, technology, support, and campus-service jobs. The president’s cap is $332,620; listed vice presidents have caps of about $194,516, and deans have caps of $179,480. Listed faculty caps include $163,735 for distinguished professors, $159,107 for university professors, and $154,477 for professors. Other faculty caps include $136,493 for associate professors, $125,710 for assistant professors, $104,137 for instructors, and $57,840 for part-time faculty. Athletics caps include $164,962 for the athletics director, $150,721 for head coaches, and $118,481 for coaches. Extra-help pay must come from money approved for that purpose and cannot exceed applicable job-classification rates. Those rates come from the Uniform Classification and Compensation Act, its successor, or this law. These authorizations do not guarantee a job or payment at the maximum rate.
