Henderson gets operating and campus funding

Beginning July 1, 2026, the law authorizes Henderson State University spending for the fiscal year ending June 30, 2027. It provides $22.844598 million from the Henderson State University Fund and $79.3 million from university cash funds. State funding includes $11 million for regular salaries, $40,000 for extra help, and $3 million for employer benefit costs. It also includes $7.098256 million for operating costs, $400,000 for capital purchases, and $200,000 for depreciation. The Community Education Center gets $80,681, and the contingency budget gets $1.025661 million. Cash funding includes $15 million for regular salaries, $2 million for extra help, and $100,000 for overtime. It also includes $3 million for employer benefit costs and $19.8 million for operating costs. Conferences and travel get $1 million, professional fees get $3 million, and capital purchases get $3 million. Cash funds also cover $20 million for capital improvements and $10 million for debt payments. Transfers, refunds, and investments get $2 million; depreciation and promotional items each get $200,000. Spending cannot exceed these authorizations or available funds and must follow state purchasing, accounting, budget, and spending laws. It must also follow state salary rules and Department of Finance and Administration regulations. This funding supports university payroll and services rather than creating direct household payments.

Henderson must repay its state loan

The law requires Henderson State University to repay its fiscal year 2020 Budget Stabilization Trust Fund loan. The schedule lists six payments of $958,333.33, due December 1 each year from 2025 through 2030. Payments can come from any legal university fund, and the university must report loan status by June 30 each year. The Legislative Council can change payment amounts or timing after review; during legislative sessions, the Joint Budget Committee has that authority. The repayment section ends after the final payment.

Henderson hiring and pay have limits

For July 1, 2026, through June 30, 2027, Henderson State University can employ up to 555 regular employees. The law also allows up to 500 temporary or part-time extra-help workers when needed. It sets maximum pay for listed academic, administrative, technology, safety, trades, athletics, and support jobs. Examples include $332,620 for the chancellor and $222,757 each for four vice chancellors. Nine-month academic pay limits range from $92,411 for lecturers to $219,191 for distinguished professors. The limits are $57,840 for part-time faculty and $34,744 for graduate assistants. Extra-help pay must come from extra-help funds and stay within applicable job rates under state compensation law or this act. These authorizations do not guarantee anyone a job, work hours, or a particular salary.
