Beginning July 1, 2026, the law authorizes two college budgets for the year ending June 30, 2027. State funding totals $11.189289 million: $7.106466 million for salaries, $1.725 million for related staff costs, $1.825 million for operations, and $532,823 for contingencies. A separate cash-fund budget totals $25.275 million. It includes $4.2 million for salaries, $1 million for temporary help, $200,000 for overtime, and $2 million for related staff costs. Cash funds also cover $5.485 million for operations, $450,000 for conferences and travel, and $1.1 million for professional fees. They provide $3.3 million for equipment and other capital purchases, $6 million for capital improvements, $1.5 million for debt payments, and $40,000 for promotional items. Neither budget provides a separate amount for data processing; the state budget also provides none for travel, professional fees, or capital purchases. Spending must follow state purchasing, budget, salary, and other fiscal-control laws, plus applicable state finance department rules. Spending must also match the purposes stated in budget materials, testimony, requests, and recommendations. This funding supports college operations, not direct household payments.
From July 1, 2026, through June 30, 2027, Phillips Community College can employ up to 296 regular workers. Listed jobs cover administration, teaching, support services, and athletics, with specific staffing and annual pay limits. For example, the chancellor's annual salary limit is $214,799. The college can also hire up to 900 temporary or part-time workers when needed. Their pay must come from temporary-help funds and stay within rates set by state compensation law or this act.
