The law sets aside $4.790995 million for university bioscience programs from July 1, 2026, through June 30, 2027. The money comes from the Arkansas Biosciences Institute Program Account within the Tobacco Settlement Program Fund. The University of Arkansas institute gets $2.375563 million: $480,000 for salaries, $75,000 for matching payroll costs, $800,000 for operations, and $1.020563 million for capital spending. The Division of Agriculture gets $2.415432 million: $1.37 million for salaries, $365,432 for matching payroll costs, and $400,000 for operations. Its budget also includes $30,000 for conferences and travel, $100,000 for professional fees, and $150,000 for capital spending. Spending must follow state purchasing, accounting, salary, and fiscal-control laws and rules. The law also directs spending to follow Initiated Act 1 of 2000 and state budget guidance. It does not provide direct household payments.
From July 1, 2026, through June 30, 2027, the university programs cannot transfer this funding under Arkansas Code 19-4-513. They can move money between budget lines within each appropriation only through this law's approval process. Transfers require prior approval from the Division of Higher Education and the state's Chief Fiscal Officer. They also need approval from either the Legislative Council or Joint Budget Committee and remain subject to legislative oversight.
From July 1, 2026, through June 30, 2027, Arkansas does not guarantee continued funding for tobacco-settlement-funded jobs when funds are insufficient. Replacement state money requires a specific General Assembly appropriation and authorization by the Governor. The Tobacco Settlement Commission must share these funding limits with new hires and current workers in covered positions. Where applicable, the notice must also appear in employee handbooks and/or professional services contracts. The law does not itself end these jobs.
