Bill Overview

Analyzed Economic Effects

7 provisions identified: 6 benefits, 0 costs, 1 mixed.

Relief grants funded for military families

Beginning July 1, 2026, the law provides $72,757 for the Military Family Relief Grant Program through June 30, 2027. The money comes from the Military Family Relief Trust Fund. It supports grants for eligible military families. This funding provision does not state who qualifies or how much each family receives.

Arkansas military staffing and pay rules

For July 1, 2026, through June 30, 2027, the Department can employ up to 455 regular employees. It also authorizes up to 127 temporary or part-time workers when needed, paid from funds set aside for them. The law lists regular positions and salary grades and caps temporary workers' pay under state classification rules or this act. The Adjutant General and Deputy Adjutant General receive pay under the Department of Defense Advisory Service Pay Plan. Their maximum salaries may adjust on July 1 with federal pay changes, but neither official is guaranteed the maximum.

Arkansas funds military call-ups and courts

For July 1, 2026, through June 30, 2027, the law funds emergency and non-emergency military call-ups. The Department of the Military Fund Account provides $2.5 million for emergency call-ups and $20,000 for court-martial expenses. The Military Support Revolving Fund provides $219,632 for non-emergency call-ups. These appropriations do not establish a direct household grant or new duty for residents.

Arkansas funds military counterdrug work

For July 1, 2026, through June 30, 2027, the law provides $160,311 for the military counterdrug program. The money comes from a Treasury cash fund determined by Arkansas's Chief Fiscal Officer. It pays program expenses rather than providing money directly to households.

Arkansas military operations receive yearly funding

For July 1, 2026, through June 30, 2027, the law provides about $8.75 million for military department staff and operations. This includes $75,000 for Civil Air Patrol staff and operations. The National Guard Museum receives another $166,996 from the Department of the Military Fund Account. Cash Operations receives $685,810 from a Treasury cash fund determined by the Chief Fiscal Officer, including $320,000 for capital purchases. These funds support agency services, not direct household grants.

Federal funding supports Arkansas military sites

For July 1, 2026, through June 30, 2027, the law provides about $39.37 million for Fort Chaffee. It also provides about $55.34 million for Federal Training Site Operations. Both use federal funds designated by Arkansas's Chief Fiscal Officer to pay staff and operating costs. Fort Chaffee receives $4 million for capital purchases, while Federal Training Site Operations receives $3 million. These appropriations fund military sites, not direct household grants.

Military funds gain flexibility and limits

Beginning July 1, 2026, the Department can shift up to $10,000 yearly from General or Cash Operations operating expenses to promotional items. The Director of State Resources must authorize the transfer, and the Chief Fiscal Officer must approve it. Money left in the Department of the Military Fund Account on June 30, 2027, must enter a separate fund. That money is limited to construction, maintenance, operating expenses, or future construction projects. Budget officials must report carry-forward amounts by the September legislative budget meeting; the Department's written report is due at least 30 days before its budget presentation. Reported details must appear in budget manuals, and spending remains subject to state fiscal, salary, and procurement laws.
