Arkansas military facility funding carries forward

Beginning July 1, 2026, the law lets Arkansas's Department of the Military keep using unspent funds for military facility projects. It carries forward prior funding authority, rather than providing new money or household payments. Federal funding balances from Act 97 of 2025 have these separate caps at Camp Joseph T. Robinson: $6.5 million for the Professional Education Center; $11.206015 million and $8 million for two separately listed machinegun range allocations; and $6.84 million for the RMTC backup water storage tank. At Fort Chaffee, the caps are $5.117313 million for the Readiness Center Joint Force Headquarters and $10.624628 million for the Readiness Center. The state's Chief Fiscal Officer designates the federal funding sources. The law also carries forward up to $1.849784 million from the Armory Construction Fund for National Guard armories, hangars, and other properties. These funds support repair, construction, renovation, landscaping, and maintenance; designated projects also allow expansion, improvements, and equipment. Agencies cannot make contracts or commitments beyond funds actually available. They can add grants, donations, federal funds, and uncommitted cash, but cannot use Maintenance and General Operations appropriations. Spending must follow applicable state purchasing, accounting, budgeting, and revenue laws and Department of Finance and Administration rules, unless law provides otherwise. Funds must also follow the act's purposes and the budget manuals and materials used during budgeting.
