Arkansas prison farms retain project funding

Beginning July 1, 2026, the law renews authority to spend unspent funds from the Division of Correction Farm Fund. It allows up to $1 million for prison farm projects. A separate $140,534 cap covers repairs, construction, equipment, purchases, and related farm improvements. Across the law’s projects, agencies can supplement funding with grants, donations, federal funds, and cash income not already committed. The law does not change household taxes, benefits, wages, or consumer fees.

Arkansas prison industry projects retain funding

Beginning July 1, 2026, the law renews authority to spend unspent funds from the Division of Correction Prison Industry Fund. It allows up to $1 million for prison industry projects. Separate caps of $126,645 and $6,312 cover repairs, construction, equipment, purchases, and related industry improvements. Across the law’s projects, spending must follow state purchasing, accounting, budget laws, and finance department rules unless another law provides otherwise. Spending must also match the purposes shown in agency budget materials and related records.

Arkansas prisons retain facility upgrade funding

Beginning July 1, 2026, the law renews authority to spend unspent 2025 funds on Arkansas prison upgrades. Development and Enhancement Fund caps are $366,734 for existing facilities and $80,469 to replace the Tucker Unit water treatment plant. State Treasury cash-fund caps are $3.8 million for Wrightsville Unit cameras and $300,000 for McPherson Unit flooring. The Chief Fiscal Officer determines the cash fund; Pine Bluff female work release receives a $0 appropriation. Across the law’s projects, contracts and obligations cannot exceed available funds, and maintenance and general operating funds cannot pay project costs.

Arkansas prison expansion funding has limits

Beginning July 1, 2026, Arkansas’s Division of Correction can reuse unspent funds for prison expansion, up to $73.790755 million. The money comes from the Development and Enhancement Fund. From July 1, 2026, through June 30, 2027, it must support added capacity, including beds, facility improvements, or programs that reduce repeat crime. These uses aim to relieve county jails of state inmates. During that period, the division cannot use this money to build a prison in Franklin County.
