For July 1, 2026, through June 30, 2027, the law authorizes spending from two sources for Morrilton’s community college. The college fund provides $7.047112 million: $5.420349 million for salaries, $1.281186 million for employee-related costs, $10,000 for operations, and $335,577 for contingency. That source provides no money for travel, professional fees, capital purchases, or data processing. A separate $29 million cash-fund budget provides $5.7 million for salaries, $750,000 for temporary workers, and $2,000 for overtime. It also provides $2.5 million for employee-related costs, $7.748 million for operations, $200,000 for travel, and $400,000 for professional fees. The remaining amounts are $6 million for capital purchases, $4.2 million for capital improvements, and $1.5 million for debt payments. Spending is limited to these budgets and money legally available, using cash funds defined by Arkansas law. The college must follow applicable purchasing, accounting, budget, revenue, and higher-education spending laws and regulations. Spending must match the purposes stated in budget materials and related testimony. This funding supports the college; it does not provide direct household payments.
From July 1, 2026, through June 30, 2027, Morrilton’s community college can have up to 289 regular employees. The law sets maximum salaries for listed jobs, including $214,799 for the chancellor. The college can also use up to 110 temporary or part-time workers when needed. Their pay must come from money set aside for that purpose. Their pay rates cannot exceed the limits in this law or the Uniform Classification and Compensation Act.
