For July 1, 2026, through June 30, 2027, the law authorizes Southeast Arkansas College to spend from two funding sources. The college's state fund provides $7.831788 million in spending authority. This includes $5.193802 million for regular salaries, $576,604 for temporary help, and $1.6 million for employee-related costs. It also includes $88,440 for operating expenses and $372,942 for contingency needs. The state-funded budget provides no money for travel, professional fees, capital purchases, or data processing. A separate cash-fund budget authorizes $39.7 million under Arkansas's cash-fund rules. It includes $2 million for regular salaries, $1 million for temporary help, $200,000 for overtime, and $1.8 million for employee-related costs. It provides $5 million for operating expenses, $500,000 for travel, and $1.5 million for professional fees. Another $20 million covers capital purchases, and $5 million covers capital improvements. Debt payments receive $1.5 million; transfers, refunds, and investments receive $1.2 million. The cash-fund budget provides no money for data processing. Spending must stay within these appropriations and follow state purchasing, accounting, revenue, salary, and higher-education spending laws. Spending must also follow state finance regulations and the budget purposes recorded in official requests and recommendations. These budgets support the college, not direct payments to households.
From July 1, 2026, through June 30, 2027, Southeast Arkansas College can employ up to 375 regular employees. The law sets annual salary limits for listed administrative, academic, and auxiliary jobs, including twelve-month and nine-month positions. Examples include $214,799 for the president and $172,403 for the chief academic officer. Twelve-month faculty have a $114,926 limit, while twelve-month part-time faculty have a $57,840 limit. These are authorized limits, not guaranteed salaries or raises. The college can also employ up to 200 temporary or part-time workers when needed. Their pay must come from money appropriated for that purpose and cannot exceed the applicable job-classification rate.
